About Us

James D. Cummins and Company was founded on November 3, 1965. We have been actively operating over the past 50 years as a roofing and waterproofing consulting firm that provides unbiased evaluations. We are not engaged in the manufacture, sale, or installation of any roofing, waterproofing, or related products.

Our capabilities include the evaluation and technical services for survey reporting and general consulting on failure analysis, field supervision, recommendations, bid specifications, non-destructive testing, project administration, and inspections. We work on both residential and commercial projects and are there with you every step of the way from start to finish!

Although we are a consulting company involved with the total concern of the building envelope, James D. Cummins and Company has developed particular expertise in the area of roofing. Included amongst the millions of various sloped square feet of roofing, James D. Cummins and Company has either inspected, evaluated, or designed the following systems: shingle, slate, copper, synthetic single ply, sprayed-in-place polyurethane, inverted roof assemblies, cold process, SBS modified, and built-up roofing consisting of asphalt and coal-tar pitch.

  • Registered Roof Observer with Roof Consultants Institute, he is one of 642 in the United States and Canada.
  • Over 45 years in Roofing and Waterproofing experience, practical and technical.
  • Educational background stems from Civil Engineering.
  • Furthers his education by consistently obtaining CEU’s (Continuing Education Units) each year as required to keep Registered Roof Observers standing.
  • Worked at a firm in Cream Ridge, NJ for 8 years as a Consultant/Project Manager in Roofing and Waterproofing.
  • Successful owner of James D. Cummins and Company for the past fifteen years, bought from the previous owner, James D. Cummins which was started in 1965.
  • Professional Member of the National Forensic Center, Construction Specifiers Institute, National Roofing Contractors Association, an Associate member of the American Institute of Architects, Past President of the Roof Consultants Institute, Delaware Valley Chapter, and most recently a member of the Sustainable Roofing and Waterproofing Alliance.
  • On May 4, 2012, Mr. Vitale was designated one of twelve Subject Matter Experts (SME) by the Roof Consultants Institute throughout the United States and Canada.
  • From June 22nd through October 14th of that year, he was part of a task force charged with updating and rewriting the exam for Registered Roof Observer (RRO).    

Emily Zarczynski

Attended American University in Washington D.C. as an undergrad studying International Relations as part of the Global Scholars program. Responsible for office duties including but not limited to scheduling appointments, federal and state tax payments, payroll, bookkeeping, and answering phone calls. Also performs field operations such as job site monitoring and assisting with inspections. Miss Zarczynski is also responsible for putting together field reports for observations from job site monitoring and proofreading all documents the company sends out.


Her credentials include: completion of accredited QuickBooks course, successful completion of Carlisle Applicator Certification seminar, and Quality Assurance Observer with the International Institute of Building Enclosure Consultants. She regularly attends workshops and professional development seminars provided by Carlisle SynTec Systems to expand her knowledge in the field of roofing and waterproofing.


Miss Zarczynski is also fluent in Russian and Spanish, and has basic conversational level in Polish and Arabic.

Samantha Noelcin

Bachelor of Fine Arts in Interior Design in December 2016 and Master in Global Management in May 2022 at Kean University, Union, New Jersey. Miss Noelcin interned and worked at Posen Architects as Interior Designer Assistant. Besides, she interned and was a Design Assistant at Thibault Wallpaper and Furniture. In addition, she worked as a Sale Associates for Macy’s and Calvin Klein for 12 years. Through her education and experience, she has gained many skills, as well as an understanding of interior design, sales, and dealing with many clients.

Responsible for all documentation to include preparation of building plans and specifications, detailed drawings, and job site monitoring. Providing service and customer support during field visits. Managing on-site installation. Diagnosing errors or technical problems and determining proper solutions. Producing detailed service reports and Documenting processes. Following company procedures and protocols. Cooperating and sharing information across the organization. Making appropriate recommendations and briefing on repairs. Building positive relationships with customers.

Miss Noelcin is fluent in French and Haitian Creole.
